Bogotá, November 3, 2009 .- With the completion of three panels of specialists from public and private sector, began construction of what will be the policy of economic development in Bogotá.

The first preparatory forum called "Bogotá prospective vision of economic development to 2038" was held in the square where artisans the private sector, academia and civil society organizations expressed their views on the construction of the Bogotá 2038 .

also allowed for a participatory discussion on the search for consensus and agreements aimed at building economic development policy and its subsequent implementation.

The private sector panel, coordinated by César González had the participation of representatives of the Chamber of Commerce of Bogotá, ANDI, and FENALCO ACOPI and drew conclusions as forming a strong partnership between the private sector and the state.

That partnership must be built on the basis of respect for the public (law, public space, natural and built environment, land use, the treasury) in an atmosphere of trust and confidence in which the State also guarantees public ethics and define what kind of fiscal resources used in promoting economic development and what kind of transfers should be made to the private sector.

ANDI said the need to orient the discussion of economic development in relation to the competition between regions within the country, the issue of infrastructure for competitiveness (El Dorado airport, street 13, ALO, highways , SITP), diversification of markets and the issue of Region - Capital as strategic focus for development.

ACOPI emphasized the need to characterize the business, the importance of microenterprise as a factor in income distribution, the need to work on their changing production; and productive use of ICT to achieve efficiencies.

The panel recognized the need to work on issues relevant to the sector in connection with the financing of its activities, the weakness in staff training, and weakness business formalization. As mentioned strategies, public-private dialogue, training and training for the enhancement of quality work and human development.

The social organizations coordinated by Dr. Gladys Jimeno and with the participation of representatives of the Colombian Association of Cooperatives - ASCOOP; Capital Microfinance Network, Afro-Colombian National Conference, and Community Action Boards raised main aspect is the need for policy towards inclusive social and economic development.

The panel of academics, was coordinated by Gabriel Mass with the participation of representatives of the National University, University District, Fedesarrollo, Colombian Association of Economists and Bogota as we go.

The Colombian Association of Economists suggested that a priority is related with city-region and this requires structuring the statutes of the city-region. Mentioned that a new model of city development must consider the aspect of financing, and therefore we should promote the creation of a Finance Bank City - Region. Fedesarrollo said the city vision should include the competitiveness, equity and integration. To achieve this vision, he believes, should start working in active industrial policies that allow productive bets have clear competitive advantages depending on the city and domestic agendas that come true from business plans. These bets production must be aligned with science and technology policies, procedures and reduction in legal rationality.

On behalf of the University, there were two aspects: The first refers to a conception of vision in which the city should be a place where people are happy and this requires having conditions that ensure high Equity levels. The second, referred to the need for an institutional arrangement progressive and highlighted the advantages and disadvantages of agglomeration.

This was the first of four preparatory forums seek integration of these three actors, private, social and academic, to create a public-private agenda of economic development of the city. It looks that mechanisms for broad participation of citizens and facilitate dialogue consensus on the future of the city. The second forum will be on land preparation and economic development on Thursday, December 3, 2009.
